The sea air in Khafji is kind to people and hard on steel. The moisture and salt it carries look for the shortest route to the reinforcement, and that route is usually a thin patch of concrete cover or a bar that touched the ground before the pour. So our work as a building contractor in Khafji starts with details that never appear in finished photos: concrete spacer blocks under the steel, a coating on every buried concrete surface, and rebar stored off the ground. Aemar Al-Maryam General Contracting builds villas, family houses, boundary walls and small apartment blocks. We charge from SAR 74 for every square metre we build when the materials are yours, and from SAR 325 when they are ours; a house handed over ready to occupy is priced from SAR 1,110 a square metre for an ordinary or mid-range fit-out, or SAR 1,480 for a top-grade one. Treat every number as provisional pending a site inspection and a signed agreement. The drive up from Dammam is close to 298 km, and that journey is costed separately once we have seen the plot. Call or message 0547879578.
Khafji owners ask us for three things more than anything else: a two-storey villa in a district close to the shore, foundations of isolated footings tied together by well-built ground beams, and a boundary wall with posts and a capping beam that keeps the block panels from cracking. This page explains each of them, sets out our prices with an example comparing a labour-only shell against a shell with materials, and then covers the building permit, the checks before every pour, stage payments, and how we organise work in a city nearly three hundred kilometres from our base.
In short: building in Khafji with Aemar Al-Maryam
- What we build: seaside villas of one or two floors, family homes, perimeter walls built on posts under a top beam, low-rise flats, and upper floors once an engineer approves.
- Near the sea: concrete cover held by spacers, coated buried concrete, and a concrete specification set by the designer for the exposure class.
- Prices start from: opening rate per built m²: SAR 74 crew only, SAR 325 with our materials, SAR 1,110 ready to occupy, SAR 1,480 ready to occupy at the excellent level.
- Permit: filed on Balady by the design office; we are the executing contractor named in the application and start once the latent-defects insurance is in force.
- Travel: about 298 km from Dammam, written as a separate line set at inspection.
- Getting a price: send the plan and a map pin of the plot to WhatsApp 0547879578.
Building contractor in Khafji: why we start with the concrete cover
By cover we mean the skin of concrete separating the face of a footing or beam from its outermost bar; in a seaside town such as Khafji, that skin is what keeps salt away from the steel for longest. When the cover is what the designer specified and the concrete is dense and well cured, moisture and salt take much longer to reach the bars, and the building lasts longer without rust stains and spalling.
The trouble is that cover is easy to lose during construction. A bar gets stepped on and drops to the bottom of the form, a ground-beam cage is laid straight onto the blinding, or the steel in a column leans towards one face of the form. None of this is visible after the pour, but it shows years later as flaking concrete and rust. That is why we fix concrete spacer blocks or plastic spacers under and beside the steel in every element, and we do not call the mixer truck until the supervising engineer has seen them.
Which salt exposure class applies, which cement, what water ratio and how thick the cover must be are decisions for the structural designer, following the Saudi code. Our job is to build exactly what is on the drawings and to order the same written specification from the batching plant.
How to check for yourself before a pour
You do not need to be an engineer to notice something that worries you. When you visit the site before any element is poured, look at these points and ask the supervisor if you see otherwise:
- ✓Is the steel sitting on spacers, or is it touching the blinding or the side of the form?
- ✓Is the steel clean of mud, oil and flaking rust?
- ✓Are the forms clean and tight, with no gaps for concrete to leak through?
- ✓Are the conduits and pipes in place before the pour?
- ✓Has the supervising office signed off the stage?
Construction prices in Khafji
In Khafji we keep the opening rates we quote in Dammam and every other Eastern Province city. This table sets each contract beside what we take on and what stays with you, so the choice is clear before you sign. Travel to Khafji is added as its own line after the inspection.
| Contract | Opening rate per built m² | What we take on | What stays with the owner |
|---|---|---|---|
| Labour-only shell | SAR 74 | Formwork, steel fixing, pouring, blockwork and fixing spacers under the steel | Buying and delivering materials on time, and the pump |
| Shell with materials | SAR 325 | Concrete, steel, insulated block and the coating for buried concrete as specified | Fees, supervision and the boundary wall unless written in |
| Turnkey, standard and mid-range | SAR 1,110 | Shell, then services, insulation, plaster, tiles, paint, doors and windows | Choosing colours and models on time |
| Turnkey, excellent | SAR 1,480 | The same stages in better materials, with double-glazed windows | Special choices outside the specification |
| Turnkey, luxury | Priced after the visit | The materials the owner specifies | Fixing the materials early |
| Rest house with 150 to 250 m² built | SAR 185,000 per rest house | Good finish without a pool | Pool, large majlis and landscaping |
| Villa boundary wall with posts and capping beam | Priced after the visit | Footings, posts, top beam and blockwork | Length and height per the permit |
| Apartment block or second floor | Priced after the visit | From the drawings and the engineer’s check | The approved drawings |
| Crew travel to Khafji (about 298 km) | Priced after the visit | Stages grouped into combined trips | Nothing beyond what is agreed |
Use this table for planning only; each line stays an estimate until inspection and agreement. The rate is multiplied by the total floor area built and is affected by the structural design, the needs of a site near the sea, the chosen materials and the wall length.
Worked example: labour only or shell with materials for a 430 m² villa?
An illustrative example: two 200 m² floors plus a 30 m² roof room, 430 built m² in all. This is how the two contracts compare:
| Contract | Calculation | Approximate result | What stays with the owner |
|---|---|---|---|
| Labour-only shell | 430 × 74 | SAR 31,820 | Buying, delivering and storing concrete, steel and block, plus the pump |
| Shell including materials | 430 × 325 | SAR 139,750 | Only what the contract expressly excludes |
| Difference between the two | 139,750 − 31,820 | SAR 107,930 | Roughly the materials, their supply and the risk that comes with them |
The labour-only contract can look like the cheaper choice, but the SAR 107,930 difference is not a clean saving. It is the money you will spend on materials yourself, before adding delivery, waste and the time it takes to manage it all. Some Khafji owners have suppliers they have dealt with for years, and labour only may suit them. An owner following the job from another city usually finds the all-in contract spares him the daily coordination. Left out of these sums: the perimeter wall, tanks, utility hook-ups, official fees and the trips north.
If you choose labour only: storing materials near the sea
- ✓Keep the steel on timber or concrete bearers off the ground, and cover it against night-time damp and salt.
- ✓Order steel in batches matched to each stage instead of storing the whole villa’s quantity for months.
- ✓If you need bagged cement, keep it on pallets under cover and use the oldest bags first.
- ✓Order ready-mix to the specification on the drawings, and keep the delivery ticket for every pour.
How built-up area is measured
We multiply by the floor area actually built, never by the deed area. How the stairs, projections, roof room and boundary wall are counted is written into the contract before signing, because contractors differ on it. The boundary wall in particular is priced separately with us, by length and height.
Footings and ground beams in Khafji: the base that carries everything
Footings and ground beams in Khafji are built as the soil report and structural drawings specify: in most houses that means a pad under each column, a short neck rising from the pad, and ground beams linking the pads and carrying the walls above. A large part of a building’s service life is settled at this stage.

Concrete spacers under the ground-beam steel
The small blocks you can see under the ground-beam cages in the photo hold the gap between the steel and the bottom of the form. We make or supply them at the thickness the drawings call for and set them close together so the cage cannot sag between them. On the sides of the form we fix spacers that keep the steel off the timber. The engineer checks this with a tape before the pour, and if a bar sits too close to the form we fix it before the mixer arrives.
Coating buried concrete and backfilling
Once the footing and ground-beam forms are struck, every surface that will be buried gets its bitumen coating to specification. Then the backfill goes in as clean soil compacted in layers, each one wetted. Uncompacted backfill settles under the ground slab later and cracks it. For coatings and roof waterproofing in the city, see roof waterproofing and insulation in Khafji.
Treating the soil before the ground slab
Before the ground slab is poured, the soil is treated against termites, the drainage pipes and buried conduits are laid and tested, and then the polythene sheet and reinforcing mesh go down. The order matters: a pipe forgotten under the slab means breaking it open later. For the detail of pouring footings and slabs in the city: concrete pouring in Khafji.
Villa construction near the shore in Khafji: what changes?
Villa construction near the shore in Khafji follows the same stages as any villa, but it calls for tighter discipline on three points: the concrete cover, curing after each pour, and protecting materials on site. Beyond that, the details are decided by the designer from the exposure class at your plot.
■ Concrete to a written spec
Concrete grade, cement type and water ratio as drawn, with a delivery ticket for every pour.
■ Curing is never cut short
Keeping the concrete wet or covered in the first days, so the surface does not crack and become more permeable.
■ Insulated block outside
External walls in insulated block, in line with the thermal-insulation requirement for new buildings.
■ Safe scaffolding
Guard-railed steel scaffolding for the first-floor walls, with blocks stacked on pallets close to the building.
Many Khafji villas we see have almost the same plan on both floors, which simplifies the formwork and cuts timber waste. Where the design has large projections or cantilevers on the seaward facade, we review their reinforcement with the supervising office more carefully, because a projection is exposed to the air on more than one side.
Villa boundary walls in Khafji with a capping beam
We build villa boundary walls in Khafji with concrete posts at regular spacing, block panels between them, and a capping beam cast on top of the blockwork to tie the posts together. That beam is what stops the panels cracking and leaning over time and in the wind, and it gives the wall a straight finishing line.

Wall posts and their footings
Each post in the wall sits on a small footing, or the whole wall runs on a continuous strip beam, as the engineer decides from the length, height and soil. We never build a block wall straight onto bare ground. Post spacing comes from the drawings, and the taller the wall, the closer the posts and the stronger the capping beam need to be.
The gate pillar
The pillar beside a large gate carries the weight of the steel gate and its daily movement, so it is designed wider than the other posts and reinforced more heavily. Fixing plates and conduits for a gate motor and power are cast in before the pour. It is a detail that is often forgotten and then means breaking out finished work.
The boundary wall is outside the per-m² rate
The wall is not part of the building’s rate per square metre; we price it separately by length, height and finish. For courtyard paths and parking inside the wall, see interlock paving in Khafji.
Building contractor in Khafji, design office or block mason?
A building contractor in Khafji is the party that builds and answers for the work to the owner and the supervising office. Designers draw and file for the permit; supervisors inspect and sign each stage; a mason or day worker does one defined task while someone else runs the site. Knowing this split saves a lot of misunderstanding at contract time.
| Party | Role | When you need it |
|---|---|---|
| Design engineering office | Architectural and structural drawings, and the permit application | Before any detailed pricing |
| Supervising engineering office | Approving stages before pours and the completion report | Throughout construction |
| Building contractor | Execution, crew, equipment and materials as the contract states | After design approval and naming in the application |
| Block mason or day labourer | One defined part of the work | Small jobs, or within the contractor’s crew |
Laying first-floor blockwork safely
Once the frame is complete and the first-floor walls begin, we use guard-railed steel scaffolding instead of improvised planks, and stack blocks on pallets near the building so they are not dragged across the ground and broken. A string line is pulled for every course, and precast lintels go over window and door openings as drawn. The payoff shows in the plaster later: a straight wall needs a thinner, cheaper coat.
Shell construction in Khafji: what it includes and what it does not
Shell construction in Khafji means the concrete frame and block walls without finishes: from excavation to the last roof slab, the parapet and internal and external blockwork, with pipes and conduits cast into the concrete before the pours. Anything beyond that is outside the shell unless it is written into the contract.
| Usually included in a shell | Usually excluded unless written in |
|---|---|
| Excavation, blinding, footings, necks and ground beams | Boundary wall and gate |
| Backfill, compaction and ground slab | Water tanks and septic pit |
| Columns, beams, roof slabs and stairs | Electricity, water and sewer connections |
| Block walls with lintels | Permit, insurance, supervision and design fees |
| Pipes and conduits cast into the concrete | VAT and travel if not stated |
Turnkey construction in Khafji
Turnkey construction in Khafji means you receive the villa ready to live in, within the contract scope: the shell, then electrical and plumbing services, waterproofing, plaster, tiles, paint, doors, windows, bathrooms and kitchen. Our starting point is SAR 1,110 per built m² for ordinary or mid-range work and SAR 1,480 for excellent work, with luxury priced once we have seen your materials.
■ Standard and mid-range finish
Mid-range tiles, paints and sanitary ware, a simple gypsum ceiling and standard aluminium windows.
■ Excellent finish
Higher-grade tiles and sanitary ware, more detailed gypsum work and better insulated glazing.
■ Luxury finish
Stone, marble and bespoke joinery chosen item by item by the owner, priced at inspection.
In coastal towns we advise paying attention to the quality of external metal fittings and facade coatings, and we write the chosen specification into the contract. For a frame that is already standing and only needs completing, go to finishing contractor in Khafji; for services, plumbing in Khafji and electrical work in Khafji.
Adding a second floor or building an apartment block in Khafji
Adding a second floor in Khafji on top of an existing house starts with one question: were the columns and footings designed to carry it? An engineer settles it after studying the old drawings and inspecting the house; if the verdict is positive, Balady records are updated before work begins. In older houses near the sea we also ask for the condition of the steel in the existing columns to be checked before any addition, and they may need repair first: renovation contractor in Khafji.
A block of three or four floors is costed from its own drawings at our usual opening rates, plus the items only blocks need: a lift, car spaces for tenants and the fire-safety measures. If an annex or majlis would serve you better than a full floor, see annex and majlis construction in Khafji.
Building permit in Khafji: steps and documents
A building permit in Khafji is issued through the Balady platform, and the design engineering office applies on the owner’s authorisation. The contractor does not obtain the permit. We simply approve our listing as the executing builder and hold off until the permit is issued and the compulsory latent-defects cover has started.
■ Land documents
The deed, updated electronically, and a survey that has not lapsed.
■ Engineering contracts
The design-office contract, plus the supervising-office and contractor contracts.
■ Reports
The soil investigation report, and a traffic study if the activity requires one.
■ Cover, fees, permit
The compulsory latent-defects policy is bought, municipal charges are paid, and the permit is released.
Once drawn, the plans are audited against the Saudi code; then a supervisor and a builder are appointed, and both confirm. Only then are the policy and the permit issued, and we mobilise.
Construction stages in Khafji and what is checked at each
We do not move from one stage to the next before the supervising office approves it. This table summarises what we check with them at each stage, and what we suggest the owner follows too:
| Stage | Checked before moving on |
|---|---|
| Setting out and excavation | Setbacks and levels, and excavation depth per the soil report |
| Footings, necks and ground beams | Bar sizes and numbers, spacers and cover, clean and straight forms |
| Coating and backfill | Bitumen on buried concrete, backfill compacted in layers |
| Ground slab | Pipes beneath it and their test, polythene and mesh |
| Columns and roof slabs | Links and their spacing, formwork and props, openings and conduits |
| Blockwork | Line and plumb, lintels over openings, insulated block outside |
| Services | Electrical and plumbing routes, pressure testing before plaster |
| Finishes and handover | Compliance with specifications, and a snag-list walk-through |
On pour days we arrange slump and cube tests as the supervising office requires, and we cure the concrete with water in the days that follow. In the hot months we start pouring in the first hours of the morning.
Rest house construction in Khafji
Rest house construction in Khafji follows the same starting rates: a rest house of 150 to 250 m² under roof, finished well and without a pool, is priced from SAR 185,000; a pool, a wide majlis, a garden or a perimeter wall is priced after we see the land. For rest houses near the sea we take the same care as for villas: protected cover, coated foundations and good curing of the roof slabs.
A rest house usually needs a wide majlis, and the wider the room without columns, the deeper the beams. We agree a sensible width with the owner and designer before pricing, because every extra metre of span adds steel, concrete and prop time.
Completion certificate and utility connections in Khafji
When the building is finished, the completion certificate is requested through Balady. The supervisor submits a report stating that what was built follows the drawings and the code, and the request also asks for a thermal-insulation certificate and facade photographs. Without it, power and water cannot be connected. That is why we keep photos of every stage, the concrete delivery tickets and the test results throughout the job, and hand them to the owner with the drawings at the end.
Stage payments and the building contract in Khafji
Our payments are tied to stages the owner can see and the supervising office approves, with the share of each set in the contract by agreement. Typical release points: start-up, foundations, floor slab, each roof, walls, pipework and wiring, finishing, and the keys.
- ✓Write the permit number and the drawing list into the contract.
- ✓Set the specifications: concrete, cement, steel, block and waterproofing.
- ✓State the exclusions outright: boundary wall, tanks, connections and travel.
- ✓Fix the measurement basis, the programme and the procedure for variations.
- ✓Say who pays for tests, the pump and waste removal.
Both parties can also conclude the unified contract offered by the Saudi Contractors Authority on its «Muqawil» platform.
How we organise work in Khafji from Dammam
Khafji is about 298 km from Dammam, which rules out a daily round trip. So we work in stages: the crew stays on site through the foundation stage, returns for the columns and slabs, and so on, with nearby tasks grouped into a single trip. We begin with one combined inspection visit to see the plot, review the soil report and drawings and take the measurements we need.
Travel and accommodation are written as a separate line in the estimate after inspection. We do not fix a number in advance, because it follows the size of the project and the number of stages. We send photos after every stage and before every pour, as many Khafji owners follow the work from other cities.
What happens at the inspection visit?
We measure the plot and check it against the drawings, look at the access road and where materials and the mixer can unload, ask about temporary water and power for the site, and review the soil report if there is one. From this visit we write the detailed estimate and the travel and accommodation line, and propose a stage order that keeps trips to a minimum.
How many months does a Khafji villa take?
The time it takes to build a villa in Khafji is not a fixed number. It depends on the floor area, number of floors, contract type and facade complexity, and on how quickly materials arrive if the owner is buying them. We write the programme stage by stage into the contract, along with what happens if either party causes a delay.
- ✓The foundation stage depends on excavation depth and the soil report’s recommendations.
- ✓Each roof slab needs time for formwork, steel and inspection, then days of curing before building on it.
- ✓Props stay under the slabs for as long as the engineer specifies; that is never cut short to save time.
- ✓In summer we start early and stop exposed work at midday, which changes the rhythm of the day.
- ✓A labour-only contract can run longer if materials arrive late, because the crew has to wait for them.
Common mistakes that raise building costs in Khafji
- ✓Starting without a soil report, then changing the foundation after excavation.
- ✓Leaving steel on the ground for months before use, so its surface rusts and needs cleaning or replacing.
- ✓Forgetting drainage pipes or electrical conduits under the ground slab, then breaking it open later.
- ✓Building a boundary wall with no capping beam or footings, so it cracks within a short time.
- ✓Changing the design mid-build without a written variation and an agreed price.
- ✓Comparing offers that are not based on the same drawings and specifications.
- ✓Neglecting water curing in the first days after a pour.
A tip before you sign
Ask every contractor to write what their offer excludes in one clear line. Many of the big gaps between offers disappear once the exclusions are added back to the cheapest one.
How to choose a building contractor in Khafji
- ✓Ask how they protect the concrete cover, and request photos of foundations they built before the pour.
- ✓Make sure they agree to be named in the permit file as the executing contractor.
- ✓Make every bidder price the same drawings and specification, broken into quantities.
- ✓Understand what each offer excludes, especially the boundary wall and travel.
- ✓Ask for payments tied to stages, not time.
Photos of past jobs are on our projects page. A day labourer may suit a small job, but a whole house needs a contractor accountable for quality and time, which is exactly what the permit requires.
How to order a building contractor in Khafji
Send the following on WhatsApp 0547879578:
- ✓The plot location in Khafji and photos of it.
- ✓The plan, or failing that the plot measurements and planned number of storeys.
- ✓The soil report if it is ready.
- ✓The contract type: labour only, with materials or turnkey.
- ✓Whether you want the boundary wall included, and its approximate length.
We reply with an initial estimate at our starting rates, then set the inspection date, then send the detailed estimate with the travel line, then the contract, and we start once the permit is issued.
Why Aemar Al-Maryam in Khafji
- ✓We treat concrete cover, coatings and curing as part of quality, not as minor details.
- ✓We build boundary walls with posts, capping beams and footings, not block panels on bare ground.
- ✓Opening rates are public, and the trips north always appear on their own line.
- ✓We work in stages with the crew staying on site, and send photos at every stage.
- ✓We follow the approved drawings and work with the supervising office step by step.
